A building certifier is responsible for ensuring that a construction project complies with all relevant building codes and legislation,  Australian Standards, and planning approvals/ regulations. They assess building approval applications by reviewing building plans and construction documents and issue building approvals, conduct inspections during construction, and issue final occupancy certificates, ensuring  that the building is compliant, safe and fit for use. A building certifier is an independent approval authority and must act in the public interest. A role of a building certifier is not to oversee a building project, or to oversee quality or defect issues, or manager contractors,  but to ensure the building is compliant with building codes and standards, and constructed in accordance with the approved plans.

The approval process typically involves submitting detailed plans and specifications for review, which will be approved by the building certifier and supported by a building approval decision notice (BA) which will list conditions of the approval. Once a building approval (BA) is issued, the project can legally proceed with construction.

A construction certificate (CC) is a formal building approval issued by the local council or a private certifier to authorise construction in NSW. It ensures that the building plans comply with relevant building codes, standards, and the development consent. The approval process typically involves submitting detailed plans and specifications for review, which will be approved by the building certifier and supported by a construction certificate (CC) which will list conditions of the approval. Once a construction certificate (CC) is issued on a project, construction can legally proceed.
